I ve come across a cave in the storm coast which probably has some red lyrium inside. Fast travel you can travel to this points pointing on world map.

I can t figure it out either. The new area is located northwest of the driftwood margin camp. Inside there is a door that i can t get open. Once you unlock the quest to deal with the red lyrium smugglers on the storm coast you can get to the rowboat and out to the island.
